One of the most difficult obstacles to great underwater photography is the water. The less water you have between the camera and the object, the better the picture will come out. Wide angle lenses and macro shots will work well underwater, whereas telephoto lenses are practically useless. Another important factor is that you must use a light source, usually called a strobe. This helps saturation and detail as well as color and contrast.
If you are near coral or reefs, it is so fragile you have to be careful not to make accidental contact. Some local laws are very strict about this.
If you use a rebreather, there are no bubbles or noise; it will allow you to blend in with the fish more easily. However, rebreather diving is much more complicated and requires more training, and planning.
